I am directed by the Minister of Labour to refer to your letter dated 12th March (No.10238/24) regarding the position under the Unemployment Insurance Acts of certain native artisans who are being brought to this country by the Government of Hong Kong in connection with its pavilion at the British Empire Exhibition,
In reply I am to state that there would appear to be no grounds upon which the employment of these persons while in this country can be excepted from the compulsory provisions of the Unemployment Insurance Acts and contributions will, therefore, be payable In respect of them subject to the general provisiona of the Acts.
I am, however, to state that the Department would be prepared to consider claims for exemption from such persons on the ground that they were ordinarily ard mainly dependant for their livelihood on some occupation which is not insurable under the Unemployment Insurance Acts and a memorandum indicating the usual procedure in connection with claims for exemption is enclosed for your information.
I am to add that, in connection with the consideration of such claims to exemption, the Department would be glad to be informed of any arrangements which are being made for the repatriation of these employees on the termination of their employment at the Exhibition.
